Pursuant to paragraphs 702.22(2)(a) of the Canadian Aviation Regulations and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize Helijet International Inc., 5911 Airport Road South, Richmond, BC, to operate an aircraft over a built-up area at distances less than those specified in paragraph 602.l4(2)(a).
Paragraph 702.22(2)(a) states that for the purpose of subsection 602.l5(2)(a) a person may operate an aircraft over a built-up area at altitudes and distances less than those specified in paragraph 602.l4(2)(a), if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.
PURPOSE
The purpose of this authorization is to allow Helijet International Inc., 5911 Airport Road South, Richmond, BC, to conduct aerial operations at altitudes of less than lOOO feet above and less than 500 feet horizontal distance from the highest obstacle over a selected area of the West End, Vancouver, BC, for the purpose of Aerial filming for a BMW commercial.
APPLICATION
This authorization applies to Helijet International Inc., 5911 Airport Road South, Richmond, BC, when operating for the purpose of Aerial filming for a BMW commercial, over a selected area of the West End, Vancouver, BC.
CONDITIONS
This authorization is subject to the following conditions:
- The operation shall take place on Saturday, May 10,2003 between the hours of 13:00 and 16:00 local time depending on suitable weather conditions.
- Operations shall be conducted within the specified hours, under day VFR conditions, using AS355Fl type helicopter.
- The area of the operation shall be the Aerial Work Zone as depicted on the map submitted and held on file with Commercial and Business Aviation, Pacific Region; being a selected area of the West End, Vancouver, BC.
- The aircraft shall at all times be flown along a flight path which, in case of an engine failure or other in-flight emergency necessitating an immediate landing, shall ensure a suitable (autorotational) landing site without endangering persons or property on the ground.
- The aircraft shall be flown in compliance within the "Height- Velocity" Diagram contained with the approved Aircraft Flight Manual.
- The aircraft indicated airspeed (IAS) shall be more than the safe single-engine speed (Vsse ) when no suitable landing area is available.
- The aircraft shall conduct a power check immediately before commencing the operation, and the engine shall be at, or above, the manufacturers specifications.
- The aircraft shall be configured such that safe single engine flyaway is assured at all times.
- The transit route to and from the Aerial Work Zone shall be flown in accordance with Canadian Aviation Regulation 602.14, Minimum Altitude and Distances.
- The height of the aircraft shall never be less than 500 feet above ground level (AGL), or never below the rooftop of the highest building within the Aerial Work Zone, which ever is the higher .
- All personnel involved shall be briefed on the operation, safety precautions and emergency procedures before flight operations commence.
- The local police authorities and municipalities concerned shall be informed of and acknowledge the operation.
- Persons carried on board the helicopter shall be limited to essential crew only.
- The operation shall be coordinated with the appropriate Air Traffic Control authority.
- A copy of this authority shall be carried on board the aircraft while operating in Canada.
VALIDITY
The authorization is in effect until the earliest of the following:
- (a) 16:00 hours local time, British Columbia, on Saturday, May 10,2003;
- (b) the date on which any of the conditions set out in this authorization is breached; or
- (c) the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
